A 20+ year veteran of public and private sector diversified strategic management, operations, audit, finance, and acquisition, Mr. Spencer is highly experienced in building and leading diverse cross-functional teams and working under tight deadlines. Partner-in-charge for all financial statement and performance audits, audit readiness efforts, and internal control reviews, he has final authority and responsibility for all work performed and reports issued on these engagements.

Mr. Spencer received a Bachelor of Science degree in Accountancy from California State University-Sacramento, and a Master of Science degree in Management from Troy State University. He is also a graduate of the Professional Military Comptroller School. He is a Certified Public Accountant and a member in good standing of the American Institute of CPAs; the Ohio, Virginia, and California societies of CPAs; the American Society of Military Comptrollers; the Institute of Internal Auditors; and the Association of Government Accountants.
